  Could you see anywhere that says that it can stream QuickTime?  AS far as I can see all the options for the player are Flash based, so it wouldn't be any use for SL.  Or did I miss something?

It's true that you couldn't show it within SL -- it is flash based.  But for tutorials, seems to me it would be great.  The screen capture was what interested me most. 

I guess there is no "perfect tool."

Introduction

Regional Library Systems in Illinois were established and organized in 1967 under the authority of the Illinois Library System Act.  The Alliance Library System (“ALS” or the “System”) is a multi-type library system that was formed in 1994 through the merger of four smaller library systems.  ALS serves libraries in an approximate 14,000 square mile service territory that includes parts or all of Adams, Brown, Bureau, Cass, DeWitt, Fulton, Grundy, Hancock, Henderson, Henry, Knox, LaSalle, Livingston, Logan, Marshall, Mason, McDonough, McLean, Menard, Mercer, Morgan, Peoria, Pike, Rock Island, Sangamon, Schuyler, Scott, Stark, Tazewell, Warren, and Woodford Counties.  The System presently serves 256 libraries, including 112 public libraries, 104 school (grade, middle, or high-school) libraries, 21 special (hospitals, prisons, law firms, historical societies, etc.) libraries, and 19 academic (college & university) libraries.

 

Abstract of the Project

The Alliance Library System is requesting RFQs from qualified firms or individuals with Masters of Library Science Degrees, experience with medical/consumer health information, an up-to-date awareness of consumer health resources, and experience in the virtual world of Second Life managing events and creating displays to coordinate the HIV/AIDS Grant Project (Karuna).

 

Independent Contractor shall be available and shall provide to ALS professional services in the area of building and operations of Second Life AIDS Information Island ("Contractor Services") as soon as possible to March 31, 2010.  Those services include, but are not limited to: overseeing the building of the Island, creating displays and resources, recruiting volunteer librarians to assist in operating the Island, organizing and coordinating the Island activities, training and events, and publicizing the activities, training and events, and other related activities for ALS.  ALS anticipates the independent contractor will require 10-15 hours of time each week for the project.  Independent contract must be available nights and weekends.

 

All bidders should understand that ALS is funded by the State of Illinois and is exempt from both Federal Excise and State Sales Tax.  The System’s Federal Employer Identification Number (FEIN) is 37-1321697.  The System’s sales tax exemption number is E9988-9684-05.

Questions shall be submitted in writing on or before Friday, May 1, 2009.  All vendors responding to this RFQ shall provide an e-mail address which ALS will use to provide written responses.  ALS shall provide written responses and any additional information as may be necessary as soon as possible after receipt of request but no later than by Thursday, April 30, 2009 to all vendors who have supplied an e-mail address and to whom the RFQ is known to have been distributed by ALS.

 

All contact and communication regarding this RFQ shall be directed to the above contact.

 

RFQ Submission and Due Date

RFQs may be submitted by fax, mail, or e-mail.  To be considered, RFQs must be received no later than 5:00 pm on Wednesday, May 6, 2009.  Each vendor shall submit one signed original of the RFQ which may arrive after the May 6, 2009 deadline, provided it is equivalent to an emailed or faxed RFQ which arrived by the 5:00 pm, May 6, 2009 deadline.

 

All RFQs which are not received prior to the stated deadline will not be considered.  All proposals should be clearly marked as such on the envelope.

 

RFQ packets should be delivered to the contact listed on page 2 of this RFQ.

 

RFQ Validity

Vendors shall state in the RFQ that all information in the proposal is effective and binding and will remain so for a minimum of 60 days from the due date of the proposal.  Vendors shall be released from this binding once they receive notification of the acceptance of another RFQ.

 

Project Description

Under this project, the project coordinator will work with AIDS.gov and other health agencies in the virtual world of Second Life to create a community library/resource center for people of all ages with AIDS, their families, health professionals, and other librarians in Second Life.  The resource center will improve awareness of the disease and promote quality health information about all aspects of the disease.   The space to provide these services in Second Life will include a community center, private spaces for smaller group meetings, an open-air auditorium for events, and an event center with technology enhanced seminar-style learning. The library/resource center will contain a wealth of materials including tutorials, news feeds, links to current awareness searches in PubMed, links to NLM resources about AIDS, AIDS.gov, and other resources.  The setting will also contain a garden of experience  where narratives about the AIDS/HIV experience about loss, joy can be shared through art, audio, video, and text (poetry, essays, and more. 

 

Project Objectives and Accomplishments to be Achieved

 

·         To build an AIDS information and community center in the virtual world of Second Life.

Accomplishment/Outcome:  An AIDS information and community center will be built in the virtual world of Second Life.

·         To develop and compile quality resources in the library on AIDS/HIV

Accomplishment/Outcome:  A library with a variety of resources will be created.

·         To train AIDS/HIV patients, their families, and others on how to search for quality information on all aspects of the disease

Accomplishment/Outcome:  Two training sessions per month will be held on how to search for specific aspects of AIDS/HIV.

·         To collaborate with other AIDS/HIV and health information agencies to provide quality health information

Accomplishment/Outcome:  ALS will work with at least two other health information agencies in building and creating the resource center and developing training programs

·         To provide informational displays on AIDS/HIV.

Accomplishment/Outcome:  At least one new display per month will be created and promoted in the AIDS community center.

·         To increase awareness of NLM resources on AIDS/HIV

Accomplishment/Outcome:  Approximately 25 percent of the links to materials and training sessions will focus on NLM resources.

Conditions of the Project

This RFQ constitutes an invitation for offers and the RFQs of persons or vendors constitute offers which, if or when accepted by formal action of ALS, will constitute a contract.  The person or vendor who enters into a contract with ALS understands that the position is strictly an independent contractual position.  Once he or she has fulfilled the requirements of this project to the satisfaction of ALS, services will no longer be needed.  If additional services are needed (consulting, questions/answers, training, etc.) special consideration may be given at that time.

 

The person or vendor fulfilling the specifications of this project will in no way assume an employee/employer relationship with ALS and the standards benefits provided ALS employees are NOT provided to the person or vendor for this project.  An Internal Revenue Service Form 1099-MISC will be issued for services performed in the project.

 

RFQs should delineate how the individual or entities qualifications meet that of those outlined in this RFQ.  ALS is a tax-exempt entity.  Fees for service, unless otherwise proposed and accepted by ALS, will be paid in a timely fashion upon receipt of a proper invoice monthly.

 

ALS reserves the right to cancel and terminate for any reason any contract that has been entered as a result of this RFQ with a 30-day written notice.

 

 

 

 

Qualifications

A.      Independence: the firm should provide an affirmative statement that is independent of the Alliance Library System as defined by generally accepted auditing standards/the U.S. General Accounting Office’s Government Auditing Standards.

B.      Qualifications and Experience: information should be provided to indicate relevant qualifications and experience.

C.      Staff Experience: The firm should identify the principal supervisory and management staff, including engagement partners, managers, other supervisors and specialists, who would be assigned to the engagement.

The firm should provide as much information as possible regarding the number, qualifications, experience, and training of the specific staff to be assigned to this engagement.

D.     Similar Engagements with Other Government Entities: The most significant engagements performed in the last five years that are similar to the engagement described in this RFQ should be listed.

Required Certifications

Fair Employment: The person or vendor agrees not to commit a civil rights violation as defined in the Illinois Human Rights Act (775 ILCS 5/1-101) and further agrees to take affirmative action to ensure that no civil rights violations are committed.  The person or vendor certifies that it does not and will not discriminate in its employment practices against persons because of their race, religion, sex, place of national origin, or any other protected classification and that any subcontractors will so certify in their own contracts.

 

Sexual Harassment: The person or vendor acknowledges the illegality of sexual harassment and acknowledges Illinois Public Act 87-1257 and certifies that it is, has been, and will be in compliance therewith.

 

Work Performance: The person or vendor certifies that it is, has been and will be in compliance with all applicable Federal, State and local laws, regulations and ordinances pertaining to the performance of all work hereunder.

 

Bribery: The person or vendor certifies that he or she is not barred from being awarded a contract or subcontract under Section 10.1 of the Illinois Purchasing Act.

 

Educational Loans: The person or vendor certifies that neither he/she nor any employees on staff are in default on an educational loan as provided in ILCS 385/1 et seq.

 

Bid-Rigging/Bid Rotating Law: The person or vendor certifies that he/she will provide (if asked) a Drug Free Workplace pursuant to 30 ILCS 580/1.

Social Security Number and Legal/Immigration Status or FEIN: The person or vendor certifies that it has, or will disclose, under penalties of perjury, its correct social security number if an individual or sole proprietor, or its Federal Employer Identification Number, if a partnership, corporation, or other entity; the manner in which it is doing business; and its state and United States residency status.

 

Right to Reject RFQs and Basis of Selection

The Alliance Library System reserves the right without prejudice to reject any or all RFQs.
